Aluminium discs. Anti-dumping investigation.
The Ministry of Economy published in the Official Journal of the Federation the FINAL resolution of the anti-dumping investigation on imports of aluminium discs originating in the People’s Republic of China, regardless of their country of origin.
The product under investigation was discs with an aluminium content of 97% or more, a diameter of 100 millimetres (mm) or more and up to 1,100 mm, made from aluminium alloys corresponding to the 1000 and 3000 series (“aluminium discs”) or “product under investigation”). The trade name under which the product under investigation is known is aluminium discs or disc.
The essential characteristics identifying the product under investigation are the material (aluminium), in particular the alloy series and the diameter. The product under investigation is commonly manufactured under the specifications of the alloys of the 1000 and 3000 series, which are alloys with an aluminium content of 97% or more. The 1000 series alloys contain 99% or more aluminium by weight, while in the 3000 series alloys, in addition to aluminium, another important element is manganese.
It enters the domestic market according to the following tariff description:

For the goods under examination identified above, the investigation procedure concerning unfair international trade practices was concluded, in its form of price discrimination and definitive countervailing duties of USD 1.17 per kilogram are imposed on imports of aluminium discs, including final and temporary ones, entering under TIGIE tariff item 7616.99.10, or by any other originating in China, irrespective of the country of provenance.
It is important to note that importers will not be obliged to pay this countervailing duty when they find that the country of origin of the goods is different from the PRC.
