Anti-dumping investigation into imports of dioctyl phthalate
The Ministry of the Economy published on 19 March 2020 in the Official Journal of the Federation, the decision accepting the interested party’s request and declaring the initiation of the anti-dumping investigation into imports of dioctil phthalate originating in the Republic of Korea and the United States of America, regardless of the country of origin.
The publication mentions that the company Mexichem Compuestos, S.A. de C.V., filed an application for the initiation of an administrative investigation procedure for unfair practices in international trade, in the form of price discrimination, which was accepted by the Secretary of Economy.
The subject of the investigation will be the product known as dioctyl phthalate, DOP, primary plasticizer dioctyl phthalate resulting from the di-esterification of phthalic anhydride and 2 ethylhexanol, dioctyl orthophthalate, phthalate dioctyl, diester of acid-phthalateorthophthalic, as well as the technical names DI-(2-ETHYLHEXYL)FTALATE; DI (2-ETHYL HEXYL) PHTHALATE; BIS(2-ETHYLHEXYL)PHTHALATE; 2-ETHYL HEXYL PHTHALATE; (2-ETHYL HEXYL DEHYL, or its chemical name PHTHALATE) BIS (2-2-ETHYLHEXYETHYL DEHYL PHTHALATE, PHTHALATE, PHTHALATE, PHTHALATE, C) 2, or C24H38O4.
Dioctyl phthalate is a primary plasticiser for plastics which is classified in tariff fraction 2917.32.01 and is a component of many commonly used items such as tablecloths, floors, bath curtains, garden hoses, waterproof clothing, toys, shoes, tubes and medical bags, as well as packaging for food, upholstery and coatings, among other uses.
The investigation period shall run from July 1st 2018 to June 30th 2019 and the injury analysis period shall be from July 1st 2016 to June 30th 2019.
The commented resolution provides the opportunity for those natural or legal persons interested in participating in the investigation procedure, they do so within 23 working days starting 5 days after the date of dispatch of the office notifying the initiation of the procedure, or 5 days after the publication of that decision in the Official Journal.
